He describes it as the nexus where global cooperation meets human rights and, at times, where the ideal of justice collides with the realities of politics.<\/p>\n<p>\u201cAny time you have bilateral legal situations that invoke a treaty, it becomes international law,\u201d he explains. \u201cOver the last decade, my area of focus has been Interpol. Interpol employs eight types of notices, seven of which are color-coded by their function and the reason they are looking for you. The most potentially damaging is the Red Notice\u2014this generates a message to the 196 member countries with an order to locate and arrest you in connection with a serious enough crime to warrant an extradition to the country where the charges were filed. What they fail to tell you is that if you are apprehended by chance while entering a foreign country on vacation, you will be incarcerated and held for months until said country has completed their administrative role and can extradite you to the requesting country to face the charges.\u201d<\/p>\n<p>Originally conceived as a neutral international policing body, Interpol has become, in Monteblanco\u2019s view, a system susceptible to political manipulation.<\/p>\n<p>\u201cInterpol used to be an organization put in place to create a safer world,\u201d he says. \u201cAccording to its constitution, Interpol is prohibited from participating in actions or interventions of a political, military, religious, or racial nature. Nevertheless, in recent years, authoritarian governments have increasingly manipulated the organization to target political opponents living in exile. Over the past 15 years, the issuance of Red Notices has grown nearly tenfold.\u201d<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/section>\n<section class=\"elementor-section elementor-top-section elementor-element elementor-element-3c2ad33 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3c2ad33\" data-element_type=\"section\" data-settings='\"background_background\":\"classic\"'>\n<div class=\"elementor-container elementor-column-gap-default\">\n<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-8f6486b\" data-id=\"8f6486b\" data-element_type=\"column\">\n<div class=\"elementor-widget-wrap elementor-element-populated\">\n<div class=\"elementor-element elementor-element-67b994e9 elementor-widget elementor-widget-heading\" data-id=\"67b994e9\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n<div class=\"elementor-widget-container\">\n<h2 class=\"elementor-heading-title elementor-size-default\">When the Shield Becomes the Sword<br \/>\n<\/h2>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"elementor-element elementor-element-71b5cf86 elementor-widget elementor-widget-text-editor\" data-id=\"71b5cf86\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n<div class=\"elementor-widget-container\">\n<p>He recounts one particularly disturbing example that encapsulates this misuse of power.<\/p>\n<p>\u201cThere was an Egyptian national who fled Egypt. He converted to Christianity and wrote a book denouncing Islam. He became a public enemy in the view of the Egyptian government,\u201d Monteblanco says. \u201cHe ultimately became an Australian national, earned a pilot\u2019s license and was living a full life with his wife and child.\u201d<\/p>\n<p>What happened next reads like a cautionary tale of modern persecution. \u201cEgypt decided they needed to make an example of this man,\u201d he says. \u201cIt was made clear that Egypt went to great lengths to secure an expedited Red Notice against him.\u201d<\/p>\n<p>Monteblanco\u2019s client was traveling with his family when the Interpol notice caught up with him during a layover in Chile. Authorities informed him that Peru, his next destination, would address the matter.<\/p>\n<p>\u201cI don\u2019t know if you\u2019re familiar with Peru,\u201d he adds wryly, \u201cbut it\u2019s the Wild Wild West out there. That\u2019s when the Australian government called Monteblanco desperate for help.<\/p>\n<p>\u201cUpon reading the Interpol brief, I realized immediately this was a case of religious persecution,\u201d he says. \u201cThe evidence was fabricated, and yet because of the way international law works\u2014and how little oversight there is over Interpol requests\u2014it took substantial effort to prove the illegal persecution before finally achieving the removal of the Red Notice.\u00a0 Only then, could I initiate release proceedings.\u201d<\/p>\n<p>Cases like this highlight both the power and peril of international law. The very system designed to ensure global justice can, under the wrong circumstances, become instruments of injustice.
