California state bar leaders on Friday endorsed a sweeping proposal to provisionally license anyone who registered for the troubled February exam, regardless of whether they actually took the test or withdrew before it started.

After hearing more than two hours of testimony from applicants who told of problems with the test ranging from frozen and glitchy software to long waits for technical assistance, the bar’s committee of bar examiners said all applicants should have a chance to practice law, under supervision, if they don’t pass.
