“We have found no Illinois authority, pre- or post-Schultz, that addresses whether a driver ‘uses’ a vehicle when he stops and exits the vehicle to obtain the license plate number, or attempts to confront the driver, of another vehicle with which he just had a road rage-like incident,” Illinois Appellate Judge Rena Van Tine wrote.
