DC Circuit Says EPA Grant Terminations Lawsuit Was Brought in Wrong Court

In a 2-1 decision, the appeals court said the grantees’ claims are essentially contractual and should have been brought in the U.S. Court of Federal Claims under the Tucker Act. The law enables the Court of Federal Claims to authorize money damages in federal contractual disputes.
