State Appellate Court Affirms Planned Parenthood’s Attorney Fee Award in Licensing Dispute

The court denied the state agency’s claim that Planned Parenthood was not a “party” under Missouri’s fee-shifting state statute, which awards prevailing parties attorney fees against state agencies unless the state can show it was “substantially justified.”
